The beauty of the design of the Black and Decker Leaf Hog is that the "Push Button Conversion Makes it Easier to Convert From Blower to Vacuum"... http://www.blackanddecker.com/ProductGuide/Product-Details.aspx?ProductID=6216

Here's a review that may help: "Black & Decker's BV4000 Leaf Hog leaf blowers pass the test. For, although I did have to peek at the manual a few times, assembly and mode-changing were pretty straightforward. For those of you as gadget-challenged as I am, note that you'll get nowhere until you locate the release button at the front of the powerhead. Depressing that release button is what allows you to (dis)assemble. Note also that it's hard to stabilize these leaf blowers for assembly, so it's a good idea to have a helper on hand." http://landscaping.about.com/od/helpforconsumers1/gr/leaf_blowers.htm

Your garden vacuum should have a reverse switch that blows. Read the directions on leaflet that came with it.
