It's not legal for anyone to "harass" anyone. Who is this laywer? Is it an opposing lawyer on a case? If so, he will have an obligation to inform you of critical things going on in the case if you're not represented. Is it a bill collector? Then special rules apply (google "Fair Debt Collection Practices Act.")
But still someone calling at all hours, making threats, invading your quiet enjoyment, etc., may be technically harassing. In most states you can apply for a temprorary restraining order / temporary injunction to stop the person from calling.

Define how they are harassing you? Do you owe a debt? Is that what they are calling about? Then it more than likely isn't a lawyer but a debt collector that works for a law office.

Anyone can call your home at any time other than some restrictions placed on telemarketers.

I would have to say no!

Especially if they were representing a creditor to whom you owed money as this would definitely be against the Federal Fair Debt Collection Act of l978 and allow you to be awarded an award of up to $1,000.00 for each violation!

But this is not the only remedy you have since you could also sue him outside of the FDCPA!

I would do two things. I would call your telephone company so that they could stop his calls from getting through to your number -

Then I would get an Attorney and sue the Bastard for every dime and dollar they had for Punitive damages, Compensatory damages, your Attorney fees, and an award for your Attorney Fees!

and you would probably win!
