How are you going to pass a law to deter promiscuity. Burkas and veils for all women? Hmmmmm..... it has been done.

You are wrong. Prostitution is not penalised. Government spends crores of tax payers' money on Health Care of the Sex Workers and also now a days provides condoms to these workers - it is distributed freely through various means - including through NGOs. So the Government knows where those workers are, their contacts, et all.

But when you ask the police - anti vice police - they say there are no sex workers in the city and claims credit too !!!

Historically there have been many laws against promiscuity as well as against prostitution. It is hard to enforce those laws and the general public norms and ethics have changed enough to cause the removal of most promiscuity laws. Following the overall tendency of our views on morality, one would expect that prostitution should become legal in more and more states. However the "moral majority" could cause a backlash and we could see the reinstatement of many promiscuity laws if we aren't careful and thoughtful.

Because prostitution is a business based on the exploitation of people, usually women. Money exchanges hands. Promiscuity is a lifestyle choice. Might be a bad one, but still a choice that does not involve the exchange of currency.

One of the reasons prostitution is illegal is because it is too hard to regulate and tax. There would be no way to enforce laws on promiscuity. That is better left to parenting and other
guiding persons and organizations. Though it seems as though laws and morality often overlap, we are not supposed to legislate based on morality.

This is a good question. I think prostitution falls under the domain of morality as well. It's only 1 degree worse than promiscuity is, it might even be considered better cause you can make some $ too!

They should legalize prostitution Las Vegas style and tax it to finance our deficit.

The laws regarding prostitution, and drugs are stupid. They should be legalized, controlled and taxed. You are not going to stop prostitution, and you can't stop or legislate the stupidity of any person who put wants to put drugs or cigarette smoke in their body.

I think what the governments all over the world are trying to say is that if you are having sex with many different people, then you better be giving the service freely. It is actually great thinking.
