Depending on where you want to put your washing line, there are other options and you don't have to find a pole. If it's indoors then you could get two hooks that you knock into the wall, that'll hold the line well. Outside: well, you could find some trees or again, you could use hooks that you can knock into the brickwork and another structure such as a shed or a tree (or the neighbour's house). You could also get the pole off a sweep brush or a floor mop if you insist on using poles.

Most DIY stores and Argos. Why not look for your local hardware store as they will certainly sell them or get what you want. Might cost a little more to buy but there is no travelling cost for petrol etc.
Remember that a 10 mile return trip could be costing you around £1.75 in petrol.

use a scaffold tube with load of bricks cemented around the base? you can drill a hole in the top for a pulley.
