Marriage certificate is necessary not only for getting visa for joining spouse working in US but for each & every legal, documentary records required anywhere in the world. But question is which Marriage Certificate? One issued by the Priest who preformed your marriage in a temple or church or any other place according to your religious believes or one issued by the Officer/Registrar of Marriages appointed under the relevant Matrimonial Statue according to which you got married. With no exception to this rule, the marriage certificate you obtain from the officer/registrar of marriages is being only recognized any where in the world. If you got married according to your religious ceremonies & have got only certificate of this, then you must get your marriage registered with the Marriage Officer/Registrar now & summit that certificate for getting visa for USA, otherwise your visa application will be rejected on this basis only. Maybe, I am not sure what your situation is.
If you are not yet married, you can apply for a fiance visa, in that case you will have to get married in the US within 90 days of arriving here.
You can also get a tourist or other short term visa in your own name, but these expire in a few months, so you will need to apply for a marriage based visa then.
For a marriage based visa, you need a marriage certificate.
