Yes this is totally normal for a young healthy guy. As you get older your arteries supplying the blood, that causes the erection, become more clogged and the strength of the erection lessens. The angle consequently lessens too.

If you are circumcised this is because there isn't enough skin on the top side of your penis. This may be correctable with plastic surgery. But if it doesn't bother you or interfere with sex I wouldn't worry about it.
