You can normally only get the location of their ISP. Try this link to see where yours is.

The IP address is normally assigned by the ISP, but these are local to the area the user is in. You can commonly get a good idea of where they are by doing a trace route to the IP address. In windows it is tracert 199.191.128.43, but using the users IP address. During this trace many of the router IP addresses will have abbreviations for the city or state. I am not sure how it looks outside of America.
I think there are other ways to do this too, but not all IP addresses have locals for them.

IP address rarely tells you where someone is located.
I'm 250 miles from the server that provides my IP address, for example.
You can find the owner of the part of the email address after the @ sign. Use a whois database. They probably will not choose to tell you who ownes a particular address.

it all depends on who there isp is as most company's use temporary ip address`s when you log on but some of them use static ones, static ones could be possible but you would have to contact the persons isp if you know it, i think it would be under the data protection act so i doubt you'll ever find out.

The courts could issue a warrant if theres been a crime and the police would approach the ISP. Or security services can do it. But we can't.
There are websites that claim to be able to tell you the area, but they're not very reliable.
E-maill addresses are private, it would be an asset to stalkers if you could do that.
