Restrictions. PAL doesn't have an Open Skies agreement with Europe or US. PAL based on bilateral agreement with other countries could bring in passengers to a country but may not pick up passengers from there to an onward flight crossing from any European country to another in the same region. It only drops off passengers. And it won't be profitable to cross from Europe to America with just a few passengers who could afford the round the world air fares.

On the other hand, when PAL gets to the US west coast, say California, any flight from there to the east coast would already be considered a local flight over which only local US Airlines are entitled to do.
