No, because everything on earth (atmosphere oceans land masses) are all connected to the earth by the earth's gravitational pull. So really, you don't get any kind of boost from going one way as opposed to the other way.

No.... Due to the earth gravitational pull. Now if you could turn off the gravity then it would be possible. Then you would be floating at 0 mph but the land beneath you would traveling at 1000 mph.

No, because the speed we travel is relative to the spin of the earth, not to the spin of the earth with relation to the universe.
