Depends on what look you are going for and what the outfit looks like. With a garter belt you don't have to worry about the thigh highs slipping as much though. Makes for a more comfortable time in them...

Depends on the thigh highs. I have some that I wear with a garter belt and some I wear without. Either way, my boyfriend likes it.
