Honestly, I think Sr had a better understanding. However, he also didn't face the kind of conflict that was looming. There is no doubt in my mind that, had Bush been re-elected instead of Clinton, he would have gone back in and taken Iraq based on Saddam's noncompliance to the treaty signed.
