There should be Governmental organisation acting for this at your area. if you are more than 18 yrs old, proof of age is required and a prescribed form is to be filled up and submitted at the election office. After inclusion of your name you have to be photographed by the same agency. Your Voter Id card is ready. It is required for your Identity too. So pls. get in contact to the related offices and local newspapers.

Go to Election Commission office near ISBT, Kashmere Gate (near Church) and ask this question there. They will certainly help as they helped me too!
Anyway, you need to be registered in Electoral Rolls first and look out for newspaper advt. where schedule of taking photographs for Voter ID cards is given.

You have a ray of hope. If you are in voter's list, you have a right to get EPIC. Go to Election Officer of your area. He may be busy in elections.
