I would try two things:

1. Try a Windows repair.
WindowsXP Repair Tools
http://www.webtree.ca/windowsxp/repair_xp.htm#How%20to%20Repair%20Windows%20XP%20by%20Installing%20Over%20top%20of%20Existing%20Setup:

http://www.download-download-this.com/4.html?OVRAW=Windows%20Installer%20corrupted&OVKEY=window%20installer&OVMTC=advanced

2. If that doesn't do it, see if you have a virus. I suggest you run your antivirus program in Safe Mode. If you are not familiar with Safe Mode:

Turn your PC on or Restart. As soon as you see the black and white screen, press and hold the F8 key. Continue holding until you see a black and white menu. Safe Mode is F3 or F5.

Click Start, Programs, run your AV program.

When it is finished, Restart.

You will probably find your icons messed up. No biggee. Drag them back into place.

On XP press "Start",later press "Control Panel".Inside the "Control Panel" look for "Taskbar and Start Menu " icon and press it. Press Taskbar tap and select :

a- Lock the task bar.
b-Keep the taskbar on top of other windows.
c-Group similar taskbar bottoms.
d-Show the clock.
e-Hide inactive icons.

Now press"Start Menu" tap and select "start menu".

I've had this problem once... Very bizarre...

The only way I was able to retrieve it was to reinstall Windows using the Windows CD. However, don't format your HD, simply overwrite the Windows file. This way, you'll keep all your files and your existing applications.

Good luck!
