You need to look at your facial cleansers that you use. We found that any acne medications with hydro-cortisone, tolnaftate or even benzoyl peroxide will "bleach out" your towels and even your clothes. The way to prevent this is to make sure your daily facial washing is complete and then use a white cotton towel to dry your face and hands.
There may be a simpler answer in all of your questions so I would call a the local water treatment plant manager, or if a college is near by, go to the chemistry department and ask for someone who is knowledgeable in water concentrates and dilution principles. Good luck.

You elliminated the softner, but what about the actual soap? When it is in contact with clothing for too long, this bleaching can happen.
My washing machine became stuck in the first wash phase and I could see patches where the wash powder was clumped on the clothing. By the time the machine was fixed and wash finiehd, the clothes had bleach like patches.

Is the washer new?
If not the bleach could be coming from there.
If someone else used bleach in the washer the spots could be coming from residual bleach left in the bleach dispenser.
If it's new....I have no clue...do you use a cleanser in the bathroom or kitchen that contains bleach like Clorox cleanup?

Are you using any cleaning products which contain bleach? Any over spray from them could be the culprit.

something is the carrier of the bleaching agent. Back track what is occurring and you can make the necessary adjustments

it could be your detergent, do not put the clothes in then put detergent on top of them....put the detergent in first and let it get a lil mixed up in the water
