I don't believe that there is any more discrimination against arabic people (or other minorities) in Montreal. The city has traditionally been more tolerant and thoughtful of people of visible minority.
I work in a company with several visible minorities (Iranian, Lebanese, Indian) and of various religious backgrounds. We work in harmony and often discuss the middle east situation. They never mentioned any harrassment, although we did have some comments by an American customer that they "...don't want to speak with someone at a help desk in New Delhi..." (Ironically, they were talking to a Canadian former university teacher at our support desk in Montreal)
Since 9/11, arabs have become the new racial target due to the actions of a few radicals. This attitude is currently a global one, not just in Montreal.
Are you asking because you are considering moving here or just because you had heard bad things about Montreal?

Not much in multi-cultural Montréal (where, among other things, a conservative Muslim neighborhood actually abuts an Orthodox Jewish neighborhood), but once you travel 100 or so kilometres from Montreal into the real "pur laine" rural areas there has been much growing prejudice over the past couple of years, which recently was demonstrated
by angry protests against maple sugar shacks that for visiting Muslim groups removed ham from the traditional sugar shack meals and allowed muslims to drop to the floor during the meal to face Mecca and pray, and more pur laine protests against allowing women veiled in niquabs and burkahs to vote in the election held just yesterday (the protest movement threatened thousands of nom-muslims would come to the polls in Halloween costumes and masks if the policy was not changed - it was).

So far, StevenN has the best answer. Montreal is a cosmopolitan city, with folks from all kinds of backgrounds living there. Sadly, where there are humans, there are bigots. I'm sure you will find that some Montreallers are racists, but I'm also sure you'll meet plenty who aren't, and who will be good friends. Good luck.
