The answer to that is based more on the individual that the gender, I think.
I think opportunity plays a large role as well.

Now that depends on the men and women you are comparing. Whether they have a partner or not, whether they like to masterbate or not. Some people, are not comfortable about it and wont even admit they they have done it.
