I always heard the phrase as "smells TO high heaven" and it means that something smells so bad people in heaven can smell it.

The phrase as I know it is, "smell to high heaven," meaning that whatever it is could be smelled so far away that it could be smelled as far away as heaven.

I think itsa way of saying you (or whatever) smells good.

I've never quite heard it said quite that way. Similar expressions are:

Smells heavenly (good, often food/cooking)
Stinks to high heaven (bad, strong odor or stench)

Smelling OF high heaven would be good
Smelling TO high heaven would be bad.

Are you sure you heard/quoted the phrase correctly?

the term is "Stink to high heaven".

It means your odor is so foul that it can be smelled in the highest levels of heaven. a far reaching/permeating odor.
