When you ask this I assume taht you are looking for an answer that is outside of a religious one.
Morals and ethics can only be establish by a social group taht has asserted the power to do so. This can be a government, a group of friends or what have you. Moral and Ethical boundries are only enforced if there is some stigma or negative consequences associated with violations. If there are none, then it doesnt discourage the conduct. So by forming and enforcing social norms social groups create morals and ethics.

Morality and ethics are not reletivistic.
Only those that would seek to shirk responsibility would think so.
And that is part of the problem. So many Americans are adrift with no sense of morality or ethics in which to anchor themselves.
For example, payroll withholding taxes and the IRS are inherently immoral.
Any government program that taxes everyone and then distributes the money for the benevolence of a few is inherently immoral.
Taxing all Americans to pay for health care for some Americans is inherently immoral.
Any congressman that seeks to increase his own power and control in congress is not only immoral but unethical.

Religion brings morality and ethics. If you are grounded in your religion (though Christianity is the only one I have ever believed), then you will develop a moral code of right and wrong and build ethics on that. The Bible lays out right and wrong, and it is up to men to choose whether or not to follow it.

In behavior, normal refers to a lack of significant deviation from the average. The phrase "not normal" is often applied in a negative sense (asserting that someone or some situation is improper, sick, etc.). Abnormality varies greatly in how pleasant or unpleasant this is for other people; somebody may half-jokingly be called "pleasantly disturbed"
Ethics, a major branch of philosophy, is the study of moral behavior and concepts such as "right" and "wrong", the good and the just, etc.

That's something humanity decides... and for the most part, humanity does a decent job of it. But some things need to be rethought with some fresh minds, redesign and restart from scratch, starting with Government.
