http://sourceforge.net/

Is a nice "open source" environment that allows developers to get together for a common cause. Unless your a programmer yourself, its going to be slow going because your going to have to find another programmer that is half as excited as you are.

Hopefully you recognize that game development is a long tedious process that involved dozens of coders with unique expertise.

There are some game designers that brainstorm these ideas, but getting a team of programmers to work on it is quite difficult. I can tell you from experience, every game programmer has their own ideas, and they want to work on them first (myself included). The creators of Grand Theft Auto do not have any programming experience, but they did have access to a publisher and secured funding to create the GTA franchise. We're talking lots of $ here. Not to discourage you, but you probably won't find people willing to implement your idea if your idea is all you can contribute. Perhaps you might want to investigate learning to program and build something yourself?

It's not hard to find programers, the hard part is trying to get them to work with you, especially if there is no money incentive.

On the Project Collaboration/Partnership, you will see a lot of post of people who want partners for game developing, and as you will see, most of those offers are turned down.
