Apotheosis in The imperial markets is the best but you might want to carry a lot of grand soul gems with greater souls or grand to replenish the charges

two words: Silver Weapons.
only way that i know how to get silver weaponry is to kill a guard, so i threw in an extra, also, they are under the undead class, so they are weak against Banish Undead, and spells like that.

enchanted weapons, silver weapons, and magic, are the only thing that will kill ghost, vampires, and the such.

some magic works but normal weapons should work but if not you can always turn to magic :)
