Totally....
#1: you will have a happy future. Tears in your eyes is crying. Crying means sad. Means you're okay with your life and how it looks here on in.
#2: If you're always looking down, into yourself, or just down.... if you're always too careful and narrow minded etc, you will never see the "stars": really amazing things that can happen in life.

They both make sense. The second one is more clear than the first.
The first one, "you will you will never see the future with tears in your eyes", means that if you allow sadness and pain to overcome you, it will make it impossible for you to see your future or move forward with your life.
The second one, "you will never see the stars if you are always looking down", is pretty self explanatory. Without optimism you won't be able to rise above what ever you are dealing with.
They aren't the best of quotes. But they make sense.

I don't believe that "You will never see the future with tears in your eyes." is true. Whether your tears are from "happiness" or your tears are from "sadness" you will see the future because the future always comes, in one way or another.
"You will never see the stars if you're always looking down." is true if you're looking for heavenly stars(celestial bodies visible at night from Earth), but not if you're looking for a star who is an artistic performer or athlete(whose main role is a superior performance).

The first one is ridiculous, and the second one is a cliche. You can find better quotes than that to say what you want to say, if you read better things. And "l33t speling" is a sign of poor communications skills. Pay more attention in English class if you want to get anywhere in life. Your future employer will not want to hire someone who can't spell "you" and "never," nor will they want to hire someone who can't use capitalization and punctuation. Don't be lazy.
