Your physical 137G drive is partitioned into multiple logical drives, of which one of them is the 31G. The other logical partition must be 100G and is another drive letter (C, D, etc). Usually, the C drive is set as the largest partition which makes your question a little confusing. If you right click on My Computer and select manage > then click on disk management (on the left) you will see all your physical and logical drives, as well as how they are partitioned out.
To delete a partition and just have one large drive, you need to completely reload windows using the fdisk and format tools - or use software like partition magic to do it for you.

If you only have 31 gig available on your main drive, this means the hard drive is not partitioned properly.
