i like this quote, but there are a few things that could possibly make it better. perhaps a better choice of words and differing..
example, stars don't stop shining brightly at any time, they are always shining as bright as they can, it is the smoke and clouds that block us from seeing the brightness.
you could put ...but ALWAYS shining brightly
its true about dreams, they are always there shining bright and SOMETIMES blocked by trials and things but they are ALWAYS there, that's why we don't give up on them.
some stars are closer and more visible with the naked eye, but some stars (even bigger than the closer ones) are farther away and SEEM less bright, but they are still HUGE in reality, and always burning (shining) brighter that others. One day you will see those stars, but not till you have passed the one in front of you .

It's a pretty good analogy, like sometimes it seems like you're never going to get where you want to be because of obstacles (clouds and smoke), but then for some radiant times in your life, everything seems ripe for these dreams to totally finally happen!
But there's more to it then that, is the only thing. To make plans and dream dreams we need to be seeking God's will and His dreams for us. If our dreams meets God's then there's no stopping us. We need to be adaptable, seek. Because if we do things as God wants them to be done, He can do AMAZING things through us. Things that you didn't even realize in a million years you could do- things you wouldn't have been able to do on your own.
It's not all about self.

I am reading this to mean that your goals are always reachable, sometimes you may encounter obstacles, other times the goals may be clear before you, but they are always reachable if you choose to pursue them.
Its nice, but there are so many ways you might want to give it a little more direction. Ar you saying they are reachable by them being always there? But really nice thought (as i read it)

Your dreams are always there for you to reach for and attain. They may be clouded by tears, bad times, unhappiness..... but are always there for you to attain when you're ready and able to see them.
