check out deviantart.com. by far the best art community i've found... you can set up your own gallery and get feedback from other artists, and you'll be notified whenever a contest is goin on... Awsome site!

I just discovered one for portrait artists, though I am not sure by your post if that is what you're looking for.
There is contest every month, and the winners (all the way up to 8th place) are featured on the site for the entire following month, plus entered into the yearly competition for best artist of the year.
No money, just prestige. Entry is by e-mail and free.
