I read the article about DC's population, but not sure where you are getting the 90% number.

Anyway if want to manipulate statistics, it is pretty rare that illiterate/disenfranchised vote anyway. DC is a strange enigma. Is it a coincidence that Missippi is a Red State and has the lowest literacy in the Union?

I have a suggestion for all of you; if your Black, Hispanic, Women (in general, color is not the exception), College students, and other minorities. And have voted for Republican Party in the past century’s election. Considered yourself as a bunch of idiots (specially for the past 2 elections). Mississippi has the highest illiteracy rate in the country, and also has a majority of Republican voters.
