But both styles are still fitted at the waist correct?

"No waist" ususally means that there is no sewn waist or band at the top. Think of a pencil skirt that only has a zipper in back, no button or hook. "Pipeline" usually means that the waist is just piping, or a very thin band.

Could be a pencil skirt you are referring to.
