I'm a huge WH 40 000 fan, but I don't have much income. is there somewhere I can get cheap or second hand models?

E-bay, local game conventions, gaming groups (there might be someone who has some extra figures), individuals who might trade a deal of some figures for you painting some of theirs, local game stores clearance racks or events such as used game auctions.

Tabletop wargame, so no longer really board video games or rpg, no matter if a number of the spin-offs mutually with area Hulk, Warhammer Quest and Blood Bowl may be considered board or rpg video games.

Game Conventions. If you dont have transportation, than apparently that isnt much of an option, but most conventions have silent auctions/swap meet type things with very cheap miniatures. Also, if you don't plan to use your army in RogueTraderTournys, or other Games Workshop events, you can use miniatures from other companies that are much cheaper, and most opponents wont mind.

eBay is a good place to find stuff. Some of it will be painted/opened/etc but you're bound to find some relatively good stuff that will be perfect after a clean up. If you're part of a gaming club it's a good place to trade. GW stuff is horribly overpriced and they really should re evaluate their pricing. There are other interesting brands like Rackham that do great models that you could use.

One way I got a lot of Games Workshop figures was on ebay. I have also found them occasionally listed in local papers or you could try garage sales.

Be creative and you may find someone who used to play that has stockpiles they are looking to get rid of.

Ebay has by far been the best way to find them for me.

Try on EBay there tons of figures & parts & entire armies being sold there.

Have you tried E-bay they do lots of figures, they might already be painted but they will be cheap!
