Time to get rid of 98...it is way past tech and isn't supported anymore by MS...other than that...go into mouse properties and see if that helps through the applet! Other than that...go to device manager and uninstall it and let windows reinstall it!

You probably have one of those old mouses where theres a rubber ball at the bottom of the mouse right? If you do it probably needs to be cleaned, take the ball out and wipe it down good with rubbing alchohol then dry it really well...next before you put the ball in blow some air into the hole where the ball goes to get out any dust that may be stopping the little wheels in there from turning...put the ball in and it should work fine...

P.S.- You might wanna think about getting a laser mouse...

Check if your mouse driver is properly installed and your mouse is connected to approprite port.
