This isnt permanent and its a little expensive. But use cream eyeliner. Its really easy to put on and hardly ever smuges, before I never even used top eye liner because I just couldnt do it, I always had WAY to much, and it was un even, and just a nightmare. So I used to always put black eye shadow instead that ended off wearing out.
Anyway my sister sent me cream eye liner for christmas you apply it with a brush that comes with it and you just follow your eye lid and it goes on perfectly, its not wet like liquid stuff so it doesnt smuge the second you blink, and its not as sticky as the crayon eye liners so I never put to much on.
It may be worth trying.

Jane Cosmetics has a real good line of pencil eyeliner that last all day and easy to apply and remove.
Can be found at WalMart and like retailers at a very reasonable price.

Please don't use a Sharpie! One nudge and you'll be sorry. I highly recommend using MAC Fluidline, in the tub. It is truly a creamy formula, and it really won't dry up in the tub like Avon's cream liner did to me. Use a small angle brush and gently stroke it onto your lashline. You control the thickness, and you can make it "cat eye" if you want. Mine stays all day, and that's without setting with any powder. I know this isn't permanent but at least it won't be runny or pull on your eyelid like all those yucky pencils do. HTH.

dont ever tattoo makeup on it looks freaky............and I can't imagine it would feel good............try revlon eyeliner the colorstay or all day one idk what its called but it clearly says on the container it stays on till you take it off!!
