Yes you can. You need to appear in All India Engineering Entrance Examination (AIEEE) http://www.aieee.nic.in/ . Only problem if you are not from Delhi/not studied in any school in Delhi is that they have only 15% seats for outsiders. Check it here. http://www.dce.edu/cee/index.htm . All the best.

yes u can... But u need to write any standard examinations accepted by them..
I have heard that they conduct some exams(similar to entrance exams) as well to select candidates..
