I need to know what country doesn't allow cars at all. Busses are allowed, bicycles and pedestrian vehicles are allowed, but no cars are allowed. I'm thinking Vatican City, Andorra, Malta, etc: one of the smaller European countries, but I need to be sure.

Vatican City, Andorra, Malta, San Marino, Monaco
all allow cars.

So I cannot think of a country that does not.

I know cars are allowed in Malta, Andorra and the Vatican.
I only know for sure of a place where there are no cars and the only transportation means are donkeys. It is Alicudi, a tiny island off the northern coast of Sicily, Italy. It is part of the Aeolian Islands and it is very picturesque.

Malta is very populated with cars but yes there is a typical village in Malta that doesn't allow cars to enter. It is Mdina, the former capital city of Malta also known as the Silent City.

Would imagine Andorra. They only have 290 kil. of roads,Which are generally narrow. Also very mountainous and unsuitable for vehicular traffic. So I think Andorra. The Vatican allows cars to transport various church heads to and from the state. As well as foreign legations.Malta like the other Mediterrainean islands have cars
