In my opinion, there is no "easiest" language.
It really depends on what your doing. If you want to make command-prompt style program, C and C++ may be nice. If your looking for a easy for FPS and other games, Visual Basic and Dark Basic might be easier.
All languages are compatible with many types of programming. Making a RPG may be easier in one language, but will just about as easy in another.

What sort of applications are you going to make???
That must be known before this question can be properly answered. Apps for the web? For the desktop? IS security an issue? What sort of speed concerns are there?
Anyway - blanket answer, Visual Basic is nice but then you are trapped in a microsoft world. IF you have the money to by Visual Studio, a lot of it's interface development is drag and drop.
For the web PHP (opensource) is a bigtime favorite for it's shallow learning curve and the abundance of free code available on the internet.

Well the programming languages that are easier, are not cryptic and have faster creation times are COBOL, Visual Basic, ASP, SQL, and the .NET framework. C# also is easy to work with but it can be cryptic. I would say Visual Basic is by far the easiest out any programming language I have used.

If you are looking to do web based projects ColdFusion is a very simple language and is designed for rapid development.
The language is very forgiving and allows new developers to make a lot of mistakes and have their application still run. It's tag based like HTML so it integrates nicely with the code.
It's not as widely used as say, PHP, but it is very easy to learn.

I took to Visual Basic 6 like a baby zebra takes to walking. Its powerful, quick, and full featured with the right Rapid Application Development platform.
Now that its object orientated, your compilations will fly.

From what I have heard, VB Script is easiest to work with and you still get most of the functionality that would get with other programming languages.

Visual Basic has been one of the easiest languages I've learned. If you have the basics of programming you could pick it up and impliment it fairly easily.

I've found that C# is ridiculously fast for writing software. If you know programming, once you get used to C# and the IDE, it's disgusting how fast it can crank out code with the auto-complete feature.

it is hard to tell. C is probably the basic language of all. then C++ next, and JAVA etc.. The more you know about the basic, the faster you will learn the other languages.
