There is no central heat and air in this rental. Is it required for landlords to provide gas heaters for tenants?

You need to find out what the law says in Texas about Landlord and tenants and what each is required to do. To that end you might want to check these links

All states require that a landlord supply a rental that protects the tenant against health hazards. So think about it this way; could you get sick if it's too cold or too hot? You're not an expert on health issues so you rent a place without heat or air conditioning and then get sick who did you rely on to protect you given that someone is profiting from your lack of knowledge?
