Most schools allow you to apply online and other application materials can be mailed. If you go to their website and look at admissions information, it should clarify the procedure for you; if you still have questions, call the admissions office.

Assuming you are accepted, usually there is an orientation and registration session during the summer for two or three days and if you can, you should attend that. However, sometimes that isn't possible and so there is always a last minute session right before classes begin in the fall. To wait until then seems pretty stressful for a new student though. If you go in the summer you'll have questions answered and have time to plan a little more before just jumping in when fall comes.
