Maybe he has a fungal infection also known as athletes feet. Try some Gold Bond foot powder or some fungal ointment. If he doesn't have a fungal problem then just make sure he washes his feet daily or 2-3 times a day. Wears clean socks everytime he wears shoes and make sure his shoes are clean, don't smell and dry!
If washing his feet 3 times a day is too much of a hassle he can just wet a towel and put a little bit of mild soap on it and wipe his feet clean. But make sure his shoes are always dry and his socks are dry and clean. Maybe he could try a thicker sock to absorb sweat too.
He can also use baby powder to help keep them dry.

No doubt the smell is being caused by overly active sweat glands on his feet. Get him to soak his feet in formalin(a solution of formaldehyde in water), this will reduce the size of his sweat glands on his feet and stop then smelling .
Just to qualify what I've said, the formalin will make his feet smell temporarily while he is treating them, but once the treatment is complete his feet should no longer smell. Do this for about a week.

my feet used to smell, and I tried all sorts of different things. eventually after trial and errors it came down to some basic facts washing regulary, altho without soap because this has the adverse affect of making the feet smell more! wierd I know but true! my feet dont smell any more and also a regular change of socks and shoes, these rtain the any smell given off by feet

give him a foot bath then give them a massage, with some massage sent-ed oils, should get the smell right away

Tell him to soak them in tea tree oil and water...cold tea..or surgical spirit.Get him to wear cotton socks and have 2 pairs of shoes which he alternates daily...prefrably leather.Hope this helps :-)
