I have had very little comunication with the council this was diagnosed 3 months ago now. there is a lot of work to be done

They should probably re-house you during the works and pay for any additional costs you may incur.
I would not expect to get a rent rebate unless you are not able to use any part of your house.

I think you should be more worried about getting re-housed, rather than the rebate.

log onto your local council web site. you may find the answer there .you could also approach the office of fair trading regards fair rent , it may help if you can get you local councilor to back you.
