There are no such places as "the best cities", there are just
places you like and those you don't ...I live in Ljubljana, our city has about 400.000 inhabitants...The old town is interesting from architectural and historical point of view as well...We ( Slovenia / Europe ) were part of Habsburg monarchy for roughly 800 years, than Napoleon came by for
a short period...French established public schools in our national language for the first time in our history...After Napoleon was defeated, we came back under Austro - Ungarian Monarchy...In WW1 Italo - Austro - Ungarian border
became a theatre of blody masacres for allmost 3 years...Hundreds of thousands of Czech, Hungarians, Polaks,Germans and Slovenes as well were killed. With Rapallo Treaty part of our country came under Italian state.
Faschists tortured and killed our people...Most part of the country consisted part of so called state of Serbs, Croats and
Slovenes ( also called kingdom of Yugoslavia ). Serbian absolutistic regime deprived our nation for freedom once again and than WW2 came. Nation bacame greatly divided within itself; communists gained power after WW2 was over,
tens of thousands were killed without prosecution...We were
under communist regime together with other Yugoslav nations united in a state of SFRJ ( Socialistic Federational Republic of Yugoslavija )...Times in 80. were not at all as bad, but than our carismatic communist leader TITO died and
that was begining of the end of Yugoslavia, that painfuly desintegrated in 90'. Again tens of thousands, this time mostly Croats, Bosnian Muslims and Serbs were killed...
Slovenia became independant in 1991, we are in NATO and EU for 5 years or so now...Come and see our country, it's safe at last ...

Difficult question for it depends on your likes! I can think of Munich and Paris. Cities in the heart of Europe rich in tradition, culture, values, excellent cuisine, architecture, sensible people!
