The US Federal headlamp legislation differs from the European EC requirements. However, both organisations will allow lamps that meet the other regulations, provided they also meet their own (basically means a manufacturer can design one lamp to meet both sets of requirements).
It depends on the car model and year, as to whether the lamps were designed to meet both sets of legislation.

If the lamps meet EC legislation, allowing them to be used in Europe, there will be an "E" in a circle on the front lens. If there is no "E" mark they are not legal for use in Europe.
