You could try the Evening News or the metro which is free daily paper which gets huge circulation with commuters.

Try speaking to your local chamber of commerce or business link people, try really big businesses around the area, maybe you could try dropping off leaflets at larger hotels (business people) try leaving with the porter...or local taxi firms...
