I know how frustrating that can be. People do that because they look at things solely from their perspective and justify their actions.
There are alot of stories of so many people throughout the years who have committed horrible crimes, and then when the police are after them, they write in their journal, or tell a friend/family member - "I'm not a bad person. I really do have a good heart. All I was trying to do is______"(fill in the blank).
Even if a person doesn't commit a crime, most people will still justify their actions. It also has a lot to do with pride, too!
So, in a nutshell, don't sweat it. What he's doing is human nature.

Have you never heard that "sorry" is the hardest word to say. And that is also the hardest act. Most people think that saying I'm sorry and acting to prove that you're sorry is a sign of weakness. So, just accept that he doesn't feel sorry and can't even say it. It hurts but, hey, life goes on. Hurt while letting live!

Hi, for some people that is quite difficult. Instead they try and show that they are sorry through doing nice things for you to ask forgiveness, it's very common.
People feel bad and sometimes don't know how to express themselves with words and may also having difficulty showing affection.
Chow.

Yes, I think it's really difficult for most to ask for forgiveness because it requires one to be aware of and to accept their mistakes. But nevertheless, it would only hurt us more in the end if we do not (sincerely) ask forgiveness from someone we've hurt. For one we would never be able to be aware of our mistakes and hence we would never learn how to change.

For some of these people, they don't believe they have done anything wrong, so they feel no need to apologize.

Because they're either too self righteous to believe it was their fault or they're too immature.
