so my question is do we need a transit visa

If you don't wish to go out of international area of Heathrow airport, you don't require transit or any other kind of Visa. Air India halts at London (after about 9 hours continous flying from India) for re-fuelling, cleaning and re-loading. You all will be required to get out of the aircraft, with your cabin baggage, for a couple of hours and would be required to board the same plane from the same gate after re-frisking. At the Heathrow London airport, you will be in the international area - or transit lounge and can move around for sometime. Listen to the announcement that will be made at the time of landing in London - for the duration of your halt. Adjust your watches for local time and stay committed to the local time announced by Air India for take off from there and get back to the boarding gate in time if you choose to move into other parts of the terminal building at Heathrow for refreshments, shopping etc. Have fun, Heathrow is one of the modern and busiest airports of the World

If they want to go out of airport, they need to have transit visa. Transit visa will be given only, if the next flight is after 8-10 hrs. For a stop -over there is no necessity for Transit visa.
