The first paragraph means:-
... whether the information is detailed personal background information which is more than just how that person is involved in a given matter.
For example, if it related to a bank account then it might mean details of the person's wife and children, what car he drives, where he went to school and so on which is "beyond" the simple information that he holds a certain amount in a certain type of account.

The second paragraph means something like:-
The information should be specifically about the person themselves and not about his relatives, friends or other people that he may have had dealings with.
For example, if a man used money from his bank account to buy a car from a friend then the information stored about this transaction should be about the man and not his friend.

"The information should be centred on [the individual] rather than on some other person with whom he may have had dealings or some matter in which he may have played a part or been concerned."

In other words, the information has to be about the person himself rather than about the things or persons surrounding him and he has to be the focus of the information, rather than anyone else.

Essentially it is trying to define what is information of a personal nature.
