Actually, Superman's hair, along with his body, is supercharged by being under a yellow sun. As such, his hair is quite invulnerable to the normal wear and tear our hair goes through. Now, the only way for Superman to cut his hair is with the following:
A pair of scissors charged with red sun radiation (which makes Superman vulnerable[the red sun, not the scissors])
or
Superman using a mirror and his heat vision.

Superman's hair would be too strong to cut with puny human scissors.
I've seen (it was either on Superman: The Animated Series or Justice League(Unlimited)) that to shave, Superman looks in the mirror and bounces his heat vision off it to burn away his stubble.
