Every company and government has different criteria and policies in regards to independent contractors and outsourcing. You need to contact companies who would be specifically interested in the product you are experienced in and then write a letter of introduction or phone them in regards to their specific policies. Hopefully you will be more careful in the way you phrase your request than you have here. Professionalism should show through in all areas at all times. Good luck!
