NOW! just before the plant begins its natural 'spurt' of growth, therefore the roots will be making more of an effort to wander and get established.
The frost is pretty much over so the potential damage from that is minimal.
Less-hardy stuff like annual bedding plants are a bit more delicate so should wait until the beginning of May.

About now, although I'm always moving things when I feel like it and usually get away with it. Make sure when you move shrubs that you take plenty of earth with them to keep root disturbance to a minimum.

Bamboo is amazingly speedy becoming and tremendously many varieties strengthen as a techniques north as Zone 6. might strengthen extra north, uncertain. make certain you purchase 'clumping bamboo' so it would not take over the whole backyard... and the neighbor's. in case you purchase the non clumping type make certain you plant it interior the floor yet in extensive pots so it won't be able to unfold or positioned previous slate right down to maintain the runners from spreading alongside the floor and transforming into invasive. Can strengthen to twenty'-30' in a 365 days! Scotch pine grows speedy yet ruin genuinely in winds and don't strengthen virtually so speedy as bamboo.

You can move your shrubs now. Evening is the best time so they won't have the added stress of heat from the sun.

Spring and Fall but Spring is best.
Move them in the evenings after the sun goes down or not shining directly on them. Water well for a few days. Cloudy days work too but not when it's hot.

Best times are during dormancy just before or after growth spurts. These times are late autumn or early spring. I'd say October or February is good.

Springtime is always the best time, no matter in what part of the world. Or (early) summer.
