Good voices and acting ability are nice -- but you need a cast who all have a desire to work together and do a great job -- that will far outweigh the places where they may not be great singers or actors.
We have an amatuer theatre in our town and have staged Fiddler (and other musicals) -- and it is the sense of community that pulls the whole thing together.
Do not be afraid to put your own personal touches into it -- make it mean something to your audience -- if that means changing how many characters or costumes or music etc then do it.
Allow only those who love what they are doing to be involved and you will put on an incredible show -- I would rather watch a person who loves to act and sing than one who does it well, but is obviously not loving it.

I've actually been in three productions of Fiddler over the past year. The show does have a lot of music in it, so it is important that the leads having singing, as well as acting ability. However, i have found that often times the the actor who is an average singer who can act out the song in character is the better choice than an amazing singer who will sound great, but will not be in character.
As for tips on the show, keep in mind that since the town is a small, poor one, sets do not need to be elaborate structures. The same goes for costumes. The people in this show did not have the money to buy fancy dresses and suits. When i preformed it, the entire cast was costumed in mismatching "rag like" clothing.

If it is an amateur production, there are obvious financial limits, so a basic set with changes of props and lighting will suffice - your choice is really what you want as the basic set.
Costumes will be important, in as much as you can 'get away with' good actors with OK singing abilities by dazzling/beguiling the audience!
Given the subject matter and the central characters, you will however, need a reasonable RANGE of voices - bass to soprano...
I'm impressed! Taking an essentially Yiddish musical and translating it into Hindi takes HUTZPAH! Will you alter the book to reflect Hindu mores?

The whole thing is a MUSICAL......I think you need really good singers. I guess mediocre acting can be OK. ALSO, pick up some information on Judaism. I know there is a synagogue in Kerala. Learn about pre WWII Russia. Go rent and watch the actual movie. That might give you some ideas.

I would review the caste issues inherent in the script in rural Anatevka and translate that to Indian society. There is a lot to be learned from both cultures. Also the reverence of the daughter in Russian Jewish society is akin to the male primogeniture issues in Indian society but are not as graphic.

You need good actors with good singing for the main parts. You need good singers or the minor parts.
