I think it means that we store our "reserves" in our unconcious self. For example - perhaps we have a fear that is locked away in the unconscious self - that's in "reserve" for an event that exposes us to the danger and helps us to survive. It would be self destructive to try to exist with all of these unconscious "reserves" at the forefront!
