She came to the Philippines as a tourist according to contact person. When ask for her passport she has nothing to show.

It is Standard Operational Procedure to show ones passport when entering a country. But she can roam around after showing her passport to the Immigration and Deportation Office.

Maybe she is a dual US and Philippines Citizen. If she used her Philippine passport to enter, I guess she's ok to stay forever. If she uses the US passport, she is allowed to stay for a year. In other circumstances, she is allowed to stay for 21 days and must renew her visa before it expires. Otherwise, call the immigration bureau to check her status.

No. She may be traveling under false pretense. Call the police. You may be in for a big reward as this woman may be a fugitive from justice and is wanted by law enforcement or debtors in the US.
