The NBA determined that it is possible to catch and shoot with as little as .3 seconds left. This rule was made after a Bulls-Knicks game when a Knick's player caught and shot with .1 seconds left to give the Knicks the win.

You can even score a basket at 0.1 second left. A tip in by David Lee of NY KNICKS. It can happen if you execute the play perfectly!
My #1 all-time favorite buzzer beater was David Lee tip in with .1 seconds on the clock against the Bobcats on December

Yes, it's called luck. They don't actually set up for the shot, they just launch it and have good aim. Really sucks for the losing team when that happens...(Spurs fan here)

It's impossible to catch and shoot with 0.4 seconds left. Somebody didn't do his job with the clock.
0.6 + you can catch and shoot
0.5 - you have to tip it in.

You just have to be really really quick. NBA players learn to have a quick release and to be generally fast so they can make shots like that sometimes

It can happen, but beware, the loosing team might be a little upset if it does.
