It depends on your planting zone. Here in the southeast we traditionally plant garden seeds on Good Friday but many have already planted things like greens, potatoes, peas and such. In the north I would think they need to wait at least a couple more weeks to a month before sowing. Farmers here go by the farmers almanac and the moon is always in a water sign on Good Friday. Thats one of the reasons they plant then.
If you learn to plant by the signs you will have a better garden.

Is there any snow on the ground? Is it going to get below freezing anytime soon? If you said NO to these questions, just jump on in and go for it. We can say to you all day, hey what zone do you live in, etc... but the real question is if its freezing outside. Yeah you got some other factors too, but eh... Lets get real about it.
Ok, so you wanna start planting a garden. Well as long as you got some soil you can start digging into, some basic tools on hand and decent head on yer shoulders, no time like the present to start now.
Yer real best bet is to get on over to yer local Home Depot or Lowes or even your local nursery and find out what you can start planting right now. Generally speaking what they have available right now, is what will do best right now, also what they usually have in stock is what does well in your area. Cant help you with what kinda plant or flower will do well where you live. But like I said, go there and ask.

Your gardening practices depend on your site--sunny or shady, and where the water is coming from. This will help narrow down your planting possibilities.
Keep in mind--plants do better if they are planted in growing conditions that they like. When you go to your local gardening center, read the labels and tags. They should indicate what the plant prefers--sun, shade, moist soil, dry soil.
For instance, impatiens like moist shade, so next to the driveway in full sun is not a good option. Salvia, however, thrives in hot sun and would be perfect for such a location. If the plant is thriving, then the gardener is also thriving--less work and more time for enjoying the garden.
Here are some important points to remember:
Annual - plant that flowers and set seeds in the same year. After it sets seeds, it then dies. Examples: marigold, zinnia
Perennial - plant that grows, flowers, sets seeds and continues to grow. Examples: daylily, daisy
Tender bulb - bulb that won't survive a central Ohio winter. Examples: cannas, dahlia
Hardy bulb - bulb that comes back year after year. Examples: daffodil, alliums
Seeds or bulbs - This depends on what you want to grow and how much time your willing to invest in a flowering plant. Not all plants propagate by seeds or bulbs. Some are grown from cuttings. Seeds for annuals are great and inexpensive. Plants of annuals will cost more, but the reward is faster. Perennials by seed take time and a lot of nurturing, but are well worth it if the plant survives. Your best bet on perennials is buying plants. Spring blooming bulbs (tulips and daffodils) put on a wonderful show, but these are planted in the fall.
When to plant depends on what you are planting. Trees and shrubs can be planted anytime. If you want perennials, you should wait a few more weeks.
Perennials have been forced green in a green house, but the tender new leaves won't like the possible frosts.

Now, if you are in the Northern hemisphere.
It's spring, and all plants want to grow! So, start immediately, and watch the new foliage begin to grow by the time summer comes around.
And by winter, your plants will have had a good headstart.
